Transforming Education: New Position Paper Introduces the Powerful Learning Framework

Key Ideas

  • Digital Promise’s Powerful Learning Framework advances a shared vision for educational excellence in a world that is rapidly changing due to emerging technologies and globalization.
  • Powerful Learning is a research-backed educational framework that centers connection and emphasizes the importance of agency, purpose, and curiosity in future readiness.
  • Scaling Powerful Learning experiences requires looking beyond individual classrooms to the broader educational ecosystem.

The American public education system is at a critical inflection point, facing an academic achievement crisis paired with the rise of artificial intelligence and a youth mental health epidemic. While bright spots of academic excellence showcase the ways in which learners can thrive, these environments are the exception rather than the norm. There is an urgent opportunity to transform education by redesigning educational systems to center human connection, building on decades of definitive learning research.

A new position paper from Digital Promise includes the Powerful Learning definition and framework, intended to unify stakeholders towards a shared vision of education.

In our new position paper, Powerful Learning: Fostering Agency, Purpose, and Curiosity Through Connection, we introduce Powerful Learning as a shared vision to align and guide our collective work in education. Powerful Learning is a unifying framework developed by Digital Promise that grounds learning and systems design in educational research. The framework establishes four core dimensions that empower learners with future-ready knowledge, skills, and dispositions.

What is Powerful Learning?

Powerful Learning fosters individuals’ agency, purpose, and curiosity through connection to ideas, self, people, and place. Powerful Learning experiences empower learners with knowledge, skills, and dispositions that prepare them for the future.

Powerful Learning Centers Connection

Through synthesis of educational research, we identify four dimensions of connection that serve as the foundation of Powerful Learning.

  • Connection to Ideas: Bridging new concepts to learners’ own unique “mental maps” to solve real-world problems.
  • Connection to Self: Building the skills, dispositions, and identities learners need to develop a positive view of themselves within the context of learning.
  • Connection to People: Supporting the relationships, cultures, and communities that drive learning while helping learners find a deep sense of purpose in connecting to others.
  • Connection to Place: Grounding learning in the local and global environments, allowing learners to see the world as a classroom and themselves as active contributors to their surroundings

When learners have opportunities to cultivate deep connections throughout learning experiences, they build knowledge, master complex skills, and develop dispositions that prepare them for the future.

Powerful Learning Fosters Agency, Purpose, Curiosity

Agency, curiosity, and purpose are the drivers of Powerful Learning. They shape how learners engage with new knowledge and skills, bridging school and the real world. By cultivating them, we inspire learners to find their passion, cultivate their voice, and pursue their goals throughout life.

Agency empowers learners to construct knowledge through deliberate action, choice, and voice. Purpose allows learners to develop authentic and meaningful contributions aligned with their values and goals. Curiosity acts as a catalyst that drives them to actively bridge knowledge gaps to better understand their world.

The Powerful Learning Framework Acts as a Shared Vision for Transforming Education

Scaling Powerful Learning requires looking at both the individual classrooms and beyond to the broader educational ecosystem. To realize this, responsibility must be shared across the system.

At the Instructional Level: Educators and designers focus on the specific practices that directly shape the learner experience in the instructional core.

At the Systems Level: State leaders and systems leaders must intentionally design the enabling conditions—policies, resource distribution, and infrastructure—needed to sustain these practices system-wide.

Through Technology: Developers must thoughtfully design educational technology so that it is evidence-based, learner-centered, and builds skills for users at the instructional and systems levels.

Powerful Learning in Practice

We also wrote a blog series illustrating what Powerful Learning looks like in action across projects at Digital Promise. First, we explored the instructional context to see how powerful tools, strategies, and conditions impact students and teachers at Coretta Scott King Young Women’s Leadership Academy. We also examined ways that systems are shaped to build Powerful Learning at scale. The Powerful Learning in Practice series highlights how technology can foster deep connections and create space for agentic, purposeful, and curious learning experiences.
