While bright spots of academic excellence showcase the ways in which learners can thrive, these environments are the exception rather than the norm. There is an urgent opportunity to transform education by redesigning educational systems to center human connection, building on decades of definitive learning research.

A new position paper from Digital Promise includes the Powerful Learning definition and framework, intended to unify stakeholders towards a shared vision of education.
In our new position paper, Powerful Learning: Fostering Agency, Purpose, and Curiosity Through Connection, we introduce Powerful Learning as a shared vision to align and guide our collective work in education. Powerful Learning is a unifying framework developed by Digital Promise that grounds learning and systems design in educational research. The framework establishes four core dimensions that empower learners with future-ready knowledge, skills, and dispositions.
Powerful Learning fosters individuals’ agency, purpose, and curiosity through connection to ideas, self, people, and place. Powerful Learning experiences empower learners with knowledge, skills, and dispositions that prepare them for the future.
Through synthesis of educational research, we identify four dimensions of connection that serve as the foundation of Powerful Learning.
When learners have opportunities to cultivate deep connections throughout learning experiences, they build knowledge, master complex skills, and develop dispositions that prepare them for the future.

Scaling Powerful Learning requires looking at both the individual classrooms and beyond to the broader educational ecosystem. To realize this, responsibility must be shared across the system.
At the Instructional Level: Educators and designers focus on the specific practices that directly shape the learner experience in the instructional core.
At the Systems Level: State leaders and systems leaders must intentionally design the enabling conditions—policies, resource distribution, and infrastructure—needed to sustain these practices system-wide.
Through Technology: Developers must thoughtfully design educational technology so that it is evidence-based, learner-centered, and builds skills for users at the instructional and systems levels.
In the coming months, we will share a two-part blog series illustrating what Powerful Learning looks like in action across projects at Digital Promise. First, we will dive into the instructional context to explore how powerful tools, strategies, and conditions impact students and teachers. Then, we will step back to explore ways that systems are shaped to enable Powerful Learning at scale. The Powerful Learning in Practice series will highlight how technology can foster deep connections and create space for agentic, purposeful, and curious learning experiences.
